The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) includes support HAVA emergency funds, made available to states to prevent, prepare for, and respond to the coronavirus for the 2020 federal election cycle. This supplemental appropriation funding, distributed by the U.S. Election Assistance Commission (EAC), will provide states with additional resources to protect the 2020 elections from the effects of the novel coronavirus.

This list is not exhaustive and states may encounter other costs. States will determine allowable costs within the parameters of the CARES Act, and EAC staff is available to provide guidance as needed.
Interested local governments should contact their Secretary of State for information about potential re-grants or sub-grants. NOTE: Re-granting and/or sub-granting is not guaranteed in every state.
Awards will be made to the entities eligible to receive federal assistance under Title I of HAVA, which includes the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa and the U.S. Virgin Islands. States may re-grant/distribute funds to local election districts/offices at their discretion.
States must request funds for their supplemental HAVA funds by July 1, 2020. States may then re-grant/distribute funds to local election districts/offices at their discretion. If yes, deadlines will vary by state administration.
Up to $400,000,000 is available in supplemental HAVA funding from the CARES Act. Funds are allocated based on the voting age population formula. States are required to match 20% of funds awarded within two years of receiving federal support.
