    Summary

    On January 5, 2016, Local Law 2 of 2016 was enacted which empowers the Mayor of the City of New York to authorize a program to reimburse qualifying nonpublic schools for the cost of procuring certain security services. The Mayor designated the Department of Citywide Administrative Services (DCAS) as the Law's administering agency, through the Division of Fiscal & Business Management (FBM). FBM is responsible for managing all aspects of the Citywide initiative, including but not limited to the processing of applications for new schools, re-certifications for existing schools, annual budgets, invoices for reimbursements, and conducting periodic training seminars.

    The application for the Non-Public School Security Guard Reimbursement Program (the Program”) will be administered by the Department of Citywide Administrative Services (DCAS”) through the HHS Accelerator system, the City's online system for health and human service procurements and financial management.[2] In order to access the application, you must first be prequalified in HHS Accelerator.[3]

    If you are new to HHS Accelerator, prequalification consists of the following steps:

    • Create an account in HHS Accelerator;
    • Complete HHS Accelerator Business and Service Applications; and
    • Select Child Care” and/or Academic Supports” as a school's service area(s) in HHS Accelerator.

    Prequalification in HHS Accelerator does not guarantee eligibility to participate or receive reimbursements under the program. Once you are prequalified, your school will need to complete an application in HHS Accelerator for participation in the Program. DCAS will inform schools if they meet the definition of qualifying nonpublic school” and the number of guards for which they are eligible to receive reimbursements.

    To participate in the Reimbursement Program a school must be a Qualifying Nonpublic School pursuant to Administrative Code § 10-172(a) and must enroll at least 300 students.

    Deadline Details

    The 2020-2021 application period opened on March 2, 2020 and will close on May 15, 2020 at 5:00 pm EST.
