    Summary

    Under this program, the CJI seeks to improve the functioning of the criminal justice system; improve law enforcement safety, wellness, and resilience practices and strategies that have a direct impact on officers' safety; assist in improving and building stronger community relationships; and assist in building safer communities. A trauma-informed, resilient, and drug free community provides a physical and social environment in which individuals are able to work and achieve to their fullest potential. A trauma informed, resilient, and drug free community also enables law enforcement, treatment providers and other professionals to support individuals in that pursuit of safety, non-linear recovery, and wellness. To accomplish these goals, communities must assess their risk factors, needs, local resources and existing efforts and strategies.


    The 2020 State Drug Free Community Fund Pilot Programs priorities for funding are evidence guided or best practice projects.


    The programmatic goals of the FY 2020 State Drug Free Community Fund Pilot Programs are to develop, expand, and enhance activities. CJI is seeking applications under four distinct categories:

    • Reduce stigma and enhance awareness through evidence-based trainings.
    • Support recovery through interventions, activities, or treatment efforts that are trauma-informed and evidence-guided.
    • Develop solutions to strengthen communication and knowledge transfer between coalitions.
    • Build a toolkit that enhances the capacity of Local Coordinating Councils.

    Ineligible Costs & Activities

    • Reimbursement for mileage, per diem, and lodging at any amount other than the State rate. The budget section will need to include the State rate.
    • Daily subsistence can only be requested if travel occurs outside the targeted service area and in accordance with such rules established by the Indiana Department of Administration.
    • First Class travel.

  • Eligibility Details

    Only Local Coordinating Councils, Universities, and Indiana units of local government are eligible to apply for funding.


    Eligibility requirements are as follows:

    • ICJI will only fund Evidence-Guided Programs.
    • Only local coordinating councils, universities, and units of local government are eligible to apply for funding.
    • If a Local Coordinating Council, university, or unit of local government would like to apply for multiple programs, then two separate applications will need to be submitted.
    • Use specific data from the state and counties.
    • Applications must contain program sustainability information. 
    • All approved applications must comply with reporting requirements. Failure to comply with reporting requirements will have a direct impact on future funding.
    • No guarantee of funding is made to any applicant. Funding is dependent upon availability of funds from the State of Indiana.

    Deadline Details

    Applications were to be submitted on or before 11:59 P.M. (ET) on November 20, 2019. A similar deadline is anticipated annually.

    Award Details

    Award amounts vary. The award period for the 2020 State Drug Free Community Fund Pilot Programs grant is January 1, 2020 to December 31, 2020.
