    Summary

    To support Indiana schools to attract and retain excellent teachers, the Indiana General Assembly recently passed legislation supporting career pathways which will offer high-performing teachers opportunities to advance in their careers and ensure that more students have exposure to highly effective teachers.


    HEA 1008 states that a school corporation or charter school may receive a grant to implement

    • The System for Teacher and Student Advancement (TAP) teacher performance model program, or
    • The Opportunity Culture teacher performance model, or
    • A model teacher performance program approved by a national school employee organization, or
    • A teacher performance model program that includes the implementation of all the elements itemized in this grant application.

    School corporations are encouraged to adopt one of the models outlined above; or, design a unique career pathways program that meets the needs of their specific context and meets all of the elements outlined in this grant.


    NOTE: In 2020, due to limited funds, this program was restricted to planning grants only.

     

    History of Funding

    18 LEAs have been awarded a total of $3,146,480 under this program, with the remaining portion of the allotted $3.5 million reserved for FY 2020 planning grants.

    Each career pathways approach has in common the opportunity for teachers to demonstrate both excellence in teaching and team leadership skills. Models that have been successfully piloted in other jurisdictions include:

    • The System for Teacher and Student Advancement (formerly TAP): The System for Teacher and Student Advancement (formerly known as the Teacher Advancement Program) is a comprehensive educator effectiveness program that aims to improve student achievement through supports and incentives that attract, retain, develop, and motivate effective teachers. The program provides teachers with leadership opportunities and associated salary increases, ongoing, school-based professional development, rigorous evaluations, and annual performance bonuses based on a combination of teacher value added to student achievement and observations of their classroom teaching (National Institute for Excellence in Teaching).      
    • Public Impact's Opportunity Culture: An Opportunity Culture restructures Pre-K through 12 schools to extend the reach of excellent teachers, principals, and their teams to more students, for more pay, within recurring school budgets. Yearlong, paid residencies make on-the-job learning possible before teaching and leading.
    • New York's Strengthening Leadership Effectiveness initiative - As part of an effort to celebrate, promote, and sustain career ladder pathways statewide, the New York State Education Department requested that Strengthening Teacher Leader Effectiveness (STLE) grantees submit their perspectives on teacher leadership by answering the question What is a teacher leader?” The What Is a Teacher Leader?” video was unveiled at the November 18, 2014 Board of Regents session to relay the impact that teacher leadership in career ladder pathways are having across the state through the support of STLE grants.
