    Summary

    The Community Development Block Grant (CDBG) program provides flexible funding to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities/services. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD. All CDBG-funded activities must meet one of the following national objectives: (1) Benefit low- and moderate-income persons; (2) Aid in the prevention or elimination of slums and blight; or (3) Meet certain community development needs having a particular urgency.


    In Alabama, CDBG Funds are awarded through the following programs: 

    • Competitive Fund - This fund is awarded to Large City, Small City, and County applicants. Typical activities include: (1) Water and sewer extensions and rehabilitation; (2) Housing rehabilitation; (3) Neighborhood & downtown revitalization; and (4) Street & drainage improvements
    • Community Enhancement Fund - This fund is awarded to projects address quality of life issues for Small City and County applicants. Typical activities include: (1) Fire protection; (2) Senior citizens centers; (3) Community centers; (4) Boys & girls clubs; (5) Recreational facilities, etc.
    • Planning Fund - This fund is awarded to planning activities to promote orderly growth, regional development and revitalization efforts. Typical activities include: (1) Comprehensive plans; (2) Elements of comprehensive plans; (3) Downtown revitalization plans; (4) Regional strategies and plans, etc.
    • Economic Development Fund (ED) - This fund is awarded to projects supporting the creation or retention of jobs. Applicants should have a commitment from the business to create or retain 15 or more jobs. The business should provide a significant economic benefit. Projects may not include intrastate relocation. Typical activities include water, sewer, or road improvements; rail spurs, docks, etc.

    ADECA considers Large Cities to be municipalities with a 2010 Census population of more than 3,001.  Small cities had a population of less than 3,000 in the 2010 Census.

  • Eligibility Details

    Eligible applicants are Alabama cities with populations of less than 50,000 and counties with populations of less than 200,000. Funding is not available to Alabama entitlement communities as follows: Anniston, Auburn, Bessemer, Birmingham, Decatur, Dothan, Florence, Gadsden, Hoover, Huntsville, Mobile, Montgomery, Opelika, and Tuscaloosa, or the counties of Jefferson and Mobile.

    Deadline Details

    Applications were due July 23, 2025. A similar deadline is anticipated annually.

    Award Details

    Up to $24,256,102 is available in the state of Alabama in FY2024. Individual awards vary based on program area: 

    • Competitive Fund - Small City and County awards may be up to $350,000. Large City awards may be up to $500,000.
    • Community Enhancement Fund - Awards may be up to $300,000 Ceiling/$50,000 Minimum
    • Planning Fund - Awards may be up to $40,000
    • Economic Development Fund (ED) - Awards may be up to $250,000. This ceiling can be raised upon request. Cost sharing/matching of 20% is required. 

    Cost sharing/matching requirements for all other program areas is determined on an annual basis.
