    Summary

    The mission of the Northern Border Regional Commission (NBRC) is to fund economic development and infrastructure projects throughout designated counties in its four state service area.


    The following funding categories represent eligible activities for NBRC Economic & Infrastructure Development investment dollars: 

    • Transportation Infrastructure;
    • Telecommunications Infrastructure;
    • Basic Public Infrastructure;
    • Business and Workforce Development;
    • Basic Health Care;
    • Resource Conservation, Tourism, Recreation; and
    • Renewable and Alternative Energy

    Investment funds may be used for:

    • Reasonable fees to contractors but not any fee or profit to the recipient or sub-recipient.
    • Construction and pre-construction costs such as engineering.
    • Bid, performance, or payment bonds are eligible costs.
    • Indirect costs for work performed by the recipient staff. Indirect cost must be documented by a Federal Cognizant Agent or an entity acting on their behalf and documentation of same submitted with the application. If you do not have a federally approved indirect cost rate (such as many non-profits) you may use 10% as your indirect cost rate for the purposes of this application.
    • Applicable and allocable costs as outlined in the Federal Cost Principles. Uniform Guidance (2CFR 200).

    Prioritized grant projects include those that:

    • Revitalize and modernize essential infrastructure in Northern Border region communities,
    • Increase access, affordability, and use of high speed telecommunications by Northern Border residents and businesses,
    • Stabilize and reduce electric and thermal energy costs,
    • Retain and/or create jobs

    Investment funds may not be used for:

    • Application preparation
    • Food and beverages
    • Meals and lodging
    • Alcohol
    • Entertainment
    • Appraisals of property to be purchased or used as match
    • Allowance or payment of debts
    • Maintenance or deferred maintenance
    • Any committed or expended costs incurred prior to receiving a Notice to Proceed. This includes both NBRC funds and any funds documented as match to the project.

  • Eligibility Details

    The NBRC Economic and Infrastructure funding is available to:

    • State governments of Maine, New Hampshire, Vermont, and New York;
    • Local governments (village, town, city and county);
    • Other political subdivisions of States (regional planning commissions, authorities of the state)
    • Native American Tribes; and
    • Non-profit entities. The term ‘nonprofit entity' means any organization described in section 501(c) of the Internal Revenue Code of 1986 and exempt from taxation under 501(a) of that Code that has been formed for the purpose of economic development.

    Only projects within the NBRC's service area are allowed funding. The NBRC covers the following counties within its service area:

    • New York: Cayuga, Clinton, Essex, Fulton, Franklin, Genesee, Greene, Hamilton, Herkimer, Jefferson, Lewis, Livingston, Madison, Montgomery, Niagara, Oneida, Orleans, Oswego, Rensselaer, St. Lawrence, Saratoga, Schenectady, Seneca, Sullivan, Warren, Washington, Wayne and Yates counties.
    • Vermont: Addison, Bennington, Caledonia, Chittenden, Essex, Franklin, Grand Isle, Lamoille, Orange, Orleans, Rutland, Washington, Windham, Windsor. 
    • New Hampshire: Belknap, Carroll, Cheshire, Coos, Grafton, and Sullivan counties.
    • Maine: Androscoggin, Aroostook, Franklin, Hancock, Kennebec, Knox, Oxford, Penobscot, Piscataquis, Somerset, Waldo, and Washington counties.

    Deadline Details

    Pre-applications are due Friday, February 27 by 5 PM. 


    Invite-only applications will be due April 17, 2026.

    Award Details

    Awards range from $350,000 to $1,000,000 each. Cost sharing/matching of 50% is required for transitional counties; 20% for distressed counties. All proposed projects must be completed by September 30, 2028.
