    Summary

    The Delta Health Care Services (DHCS) Program is designed to provide financial assistance to address the continued unmet health needs in the Delta Region, through cooperation among non-profits, health care professionals, institutions of higher education, research institutions, and other entities in the Delta Region.


    Eligible Project purposes include the development of:

    • Health care services;
    • Health education programs;
    • Health care job training programs; and
    • Development and expansion of public health-related facilities in the Delta Region. 

    Rural Development Key Priorities: 

    The Agency encourages applicants to consider projects that will advance the key priorities below

    • Assisting rural communities to recover economically through more and better market opportunities and through improved infrastructure.
    • Ensuring all rural residents have equitable access to RD programs and benefits from RD funded projects. 
    • Reducing climate pollution and increasing resilience to the impacts of climate change through economic support to rural communities. 

    Grants will be awarded to eligible entities in the Delta Region serving communities of no more than 50,000 inhabitants to help to address the long standing and unmet health needs of the region. The Delta Region is defined as the 252 counties and parishes within the states of Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee that are served by the Delta Regional Authority.     History of Funding

    Up to $3,000,000 was available in total funding for FY21. Awards ranged between $50,000 and $1,000,000 each.

    Up to $6,112,667 was available in total funding for FY20. Awards ranged between $50,000 and $1,000,000 each.

    Additional Information

    Project funds may not be used for ineligible purposes. In addition, you may not use Project Funds for the following: 

    • To duplicate current services or to replace or to substitute support previously provided, however, Project Funds may be used to expand the level of effort or a service beyond what is currently being provided; 
    • To pay for costs to prepare the application for funding under this notice; 
    • To pay for costs of the Project incurred prior to the effective date of the period of performance; 
    • To pay expenses for applicant employee training not directly related to the Project; 
    • To fund political activities; 
    • To pay for assistance to any private business enterprise which does not have at least 51 percent ownership by those who are either citizens of the United States or reside in the United States after being legally admitted for permanent residence; 
    • To pay any judgment or debt owed to the United States; 
    • To engage in any activities that are considered a Conflict of Interest, as defined by this notice; or 
    • To fund any activities prohibited by 2 CFR part 200.

  • Eligibility Details

    Eligible applicants are Regional institutions of higher education; Academic health and research institutes, and/or Economic development entities located within the Delta Region. Individuals are not eligible for this program.

    Deadline Details

    Applications are to be submitted by July 3, 2023, by 11:59 ET. A similar deadline is anticipated, annually.

    Award Details

    Up to $3,000,000 is available in total funding for FY23. Awards range between $50,000 and $1,000,000 each. Project periods will extend up to 24-months. Cost sharing/matching is not required.
